Enhancing Mental Health Service Reach Through Information and Communication Technology at Jerusalem Dispensary.

BACKGROUND:According to WHO,mental healh is a public health concern, yet majority remain untreated.PLHIV experience substantial mental health challenges, adversely impacting ART adherence and quality of life. Conventional mental health service models face barriers like stigma, geographical distance, limited resources, and high costs, thereby restricting essential psychological support. This study explored the implementation and effectiveness of the Kenya EMR System and telemedicine in expanding mental health service reach for PLHIV at Jerusalem Dispensary.
METHODS: A mixed-methods approach analysed data from patient surveys, healthcare provider interviews, and the Kenya EMR system. The study focused on utilizing standardized mental health screening tools integrated into routine clinical workflows, telecounseling, and SMS-based psychoeducation.
RESULTS: Within 6 months, ICT significantly enhanced service uptake, soaring from 43% to 98%. EMR use markedly improved screening, documentation, stigma reduction, and streamlined follow-ups. Remote counselling, diminished patient costs; proved effective in symptom management and coping skills enhancement (>70% reported improvement after three sessions). Virtual psychoeducational content and appointment reminders improved adherence to follow-ups. Overall, these ICT modalities enhanced documentation, engagement, reduced perceived stigma, improved continuity of care, and yielded better treatment outcomes, especially for individuals with mobility constraints, economic hardships, or unsuppressed viral loads.
CONCLUSION:: Utilization of ICT offers a promising and scalable solution to bridge the prevailing gaps in mental health service delivery for PLHIV.Integration of EMR and Telemedicine has transformed mental health screening from an ad-hoc process to a systematic, data-driven component of comprehensive patient care, thereby amplifying reach, improving documentation, and streamlining subsequent interventions By leveraging ICT, healthcare systems can extend their reach, provide continuous support, and empower individuals to better manage their mental well-being, ultimately contributing to improved health outcomes and quality of life for all.
